In Scottsdale's boulder country, rock can be the whole job. Rock slows a dig down, changes the equipment needed and makes quotes harder to pin down. This page covers how rock is priced and what the city expects around boulder features.

Angi's Phoenix guide notes that hard, compacted ground can need heavy-duty breakers. Because nobody knows exactly what's down there until the dig starts, rock is often quoted as an hourly or per-yard allowance.

Blasting is its own license

The Arizona Registrar of Contractors licenses blasting separately, under R-15, C-15 and CR-15, covering drilling, boring and moving earth for excavation with explosives. General excavating and grading is R-2, A-5 or CR-2. If your quote mentions blasting, ask who holds the blasting license.

Boulders in the ESL overlay

Scottsdale's ESL guide says development generally should not intrude on or damage boulder features or major boulders. If construction has to touch one, the design should keep the risk to the boulder and the neighbors low. Boulder outcroppings are among the features the city lists for protection in Natural Area Open Space. See ESL desert lots.

Questions for a rock quote

  • Is rock priced per hour, per yard, or as a fixed allowance?
  • What equipment will be on site: a breaker, a larger excavator, or both?
  • Will broken rock be hauled off, or reused for walls or landscaping?
  • Are there boulders or outcrops on the lot that must be protected?
